Translucent simply means that you can see through it. It's not as heavy as other powders and is usually loose. You can use either.
Powder is used to help absorb oil, so you can skip it if you're using a mattifying foundation or don't have oily skin. Often the only places you need to use powder is on the T Zone since it's oiler than the rest of the face.
Make sure you get the right type of liquid foundation for your skin type. Do don't want an oil control formula if you have dry skin.
