To apply you would spray (don't dip) just spray some water on it then dip it in loose powder. This method prevent fallout, makes consistency easier to spread, and color intensity.

it depends on how you're using it, for glitter i would recommend a synthetic brush and applying it wet, becuase the glimmer will be more intensified, same goes for the loose powder.
If you're using it with a primer/base, then you can just use a standard eyeshadow brush and blend it in with a crease brush.
I would use a small brush - dip into your loose powder, blow off any excess and then you can apply.
Another top tip is to apply some neutral powder under your eyes before applying your eyeshadow - that way if any falls of your eyelids whilst you're applying it, you can brush it away.
you can use it with your regular eyeshadow brush. you can use your finger tip if you like. if thats whats better for you then use your finger tips. but use eyeshadow brush because it is for eyeshadow.
